From March 16 to May 31, 2023, it will be possible to apply for up to €600 from the Tartu Youth Work Center's additional round of youth initiative projects, which can be used to organize events or activities that support the integration of young war refugees from Ukraineinto Estonian society.
Applications can be submitted by all young people up to the age of 19 who are active in Tartu, and the project must take place in Tartu. Applications can be completed in Estonian, Russian, English, or Ukrainian.
The aim of youth-initiated projects is to support the implementation of young people's ideas, so that they develop into entrepreneurial and active members of society, and to provide young people with their first experience in project writing and management. A youth worker assists young people in carrying out the project.

Principles of the Tartu Youth Work Centre regarding the promotion of youth self-initiated projects and project consulting:
1. Project activities and project budget
– As part of the project, an event is being prepared and held to support the integration into Estonian society of young people who have arrived from Ukraine as refugees from the war.
– Private events are not considered projects.
– The maximum cost of the project is €600 per project.
2. The Tartu Youth Work Centre does not cover the following project expenses:
– taxes and payments related to remuneration and wages;
– a fine or other financial penalty;
– advances not related to the implementation period of one's own initiative project;
– other expenses not related to activities and unjustified from the point of view of carrying out activities, and, in the opinion of the Tartu Youth Work Center, unnecessary and irrelevant.
3. The Tartu Youth Work Center covers the costs of projects that meet the following requirements:
– arose during the period specified above;
– is budgetary;
– is necessary, justified, and economically feasible to implement;
– complies with the legislation and existing practice of the Republic of Estonia.
4. Project start
– A video introducing the project idea and team, lasting 1-2 minutes, must be submitted to the Tartu Youth Work Center no later than two weeks before the start of the project.
5. Application processing
– The Tartu Youth Employment Center checks the validity of the application, the accuracy of the information provided in it, and the applicant's compliance with the requirements.
– If the examination reveals that the application does not meet the requirements, the applicant is given a period during which the application must be brought into compliance.
– A contact person from the Tartu Youth Work Center will be assigned to confirmed applications.
– If the requirements are met, the video submitted with the application will be posted on the Facebook page of the Tartu Youth Work Center. If the video receives at least 50 supportive reactions (e.g., hearts, etc.) within one week, the applicant may implement the project in cooperation with the designated contact person. If the video does not receive at least 50 supportive reactions within one week, the contact person will notify the applicant.
6. Project implementation
– In order to implement the project, the Tartu Youth Work Center will conclude a cooperation agreement with the beneficiary, in addition to which an application has been submitted.
– As a general rule, the store or other legal entity submits an invoice to the Tartu Youth Work Center to cover the costs of the project. If this is not possible, another solution will be found to cover the costs of the project in cooperation with the contact person at the Tartu Youth Work Center.
7. Responsibilities of the applicant (organizer) of the project
– Implement the project in the scope and within the time frame specified in the application.
– Do not make any changes to the content or budget of the project during the project without the approval of these changes by the Tartu Youth Work Center.
– Appoint the city of Tartu as the project coordinator and use the symbols of the city of Tartu and the Tartu Youth Work Center to inform about the project.
– Send a report on the project in the form provided by the contact person no later than one month after the project's implementation.
